The 25-Year Import Rule
Under federal law (49 U.S.C. 30112(b)(9)), vehicles manufactured outside the United States that are at least 25 years old are exempt from Federal Motor Vehicle Safety Standards (FMVSS) and EPA emissions regulations. This means they can be legally imported without needing to meet current US safety or emissions standards.
For Japanese Kei vehicles, this is the gateway to legal US ownership. A Kei truck manufactured in 1999, for example, became eligible for import in 2024. This is why the most readily available Kei vehicles are from the late 1990s and early 2000s — they've recently crossed the 25-year threshold.

How to Register a Kei Vehicle in Arizona
Import Documentation

Arizona Safety Inspection
