Arizona Kei Vehicle Laws & Registration Guide

Everything you need to know about legally importing, registering, and driving a Japanese Kei vehicle in Arizona.

The 25-Year Import Rule

Under federal law (49 U.S.C. 30112(b)(9)), vehicles manufactured outside the United States that are at least 25 years old are exempt from Federal Motor Vehicle Safety Standards (FMVSS) and EPA emissions regulations. This means they can be legally imported without needing to meet current US safety or emissions standards.

For Japanese Kei vehicles, this is the gateway to legal US ownership. A Kei truck manufactured in 1999, for example, became eligible for import in 2024. This is why the most readily available Kei vehicles are from the late 1990s and early 2000s — they've recently crossed the 25-year threshold.

How to Register a Kei Vehicle in Arizona

After import and customs clearance, the vehicle is titled in Arizona using the federal import paperwork and the Japanese export documents. As a licensed dealer, we handle this step for every vehicle we sell — you receive a clean Arizona title, not a stack of forms to figure out yourself.

From there, registration and plates follow the normal MVD process. Vehicle Emissions testing generally does not apply to vehicles of this age, though you should always confirm current requirements with the Arizona MVD for your specific situation.

A registered kei vehicle is a street-legal vehicle: city streets, county roads, and state routes are all fair game. In practice, most owners keep kei trucks on surface streets and secondary roads where their size and efficiency shine — running errands, ranch and property work, trades, and daily commuting.

Interstate highway use is the one place to use judgment. Kei vehicles are small and modestly powered; sustained high-speed freeway driving isn't where they're happiest, and some owners simply choose to avoid it. That's a practical consideration, not a legal restriction on a properly registered vehicle.

For overlanding and off-road use, a 4WD kei truck is genuinely capable — and unlike a UTV, you can also legally drive it to the trailhead.

Safety & equipment

Kei vehicles come from the factory with seat belts, lighting, mirrors, and the equipment expected of a road car — they were, after all, everyday vehicles in Japan. Our reconditioning verifies that all of it works: lights, signals, wipers, horn, and brakes are checked and brought up to standard before the vehicle is sold.

These are right-hand-drive vehicles, which is fully legal to operate in Arizona. It takes a short adjustment period; most owners are comfortable within a week.

Yes. Once properly registered with Arizona plates, Kei vehicles are treated the same as any other passenger vehicle. You can drive on city streets, state highways, and interstates. There are no speed restrictions specific to Kei vehicles.

Do I need a special license to drive a Kei vehicle?

No. A standard Arizona Class D driver's license is all you need. Kei vehicles are classified as regular passenger vehicles, not as motorcycles, ATVs, or commercial vehicles.
